Parallel parking is most of the time needed in Paris.
We don't have enough multi-storey carparks (in fact, only a few), mainly due to the fact that Haussman built Paris this way and it's hard to change it.
It's practical to have a car that's small in Paris to have easier access to parking spaces.

Rules are meant to be broken if the one making decisions can't do anything to solve it.
